Advisory Neighborhood Commission 2C, which currently represents the Chinatown, Penn Quarter, and Downtown neighborhoods, has changed many times since its establishment in 1976. While it has at times includes parts of Mt. Vernon Square and Shaw, it has continuously represented Downtown.
